Fixed fee or percentage: that is the whole thing
Epay and Payoneer charge a fixed fee of 10,000 points, about one dollar, no matter how much you take out. USDT, Binance and bank transfer charge a percentage, so their fee grows with the amount.
Which means a small withdrawal through Epay hurts. Take out the 10 dollar minimum and that fixed fee is a tenth of it. Take out 500 dollars and the same fee is barely noticeable.

Why your withdrawal is not going through
In the order these come up across the agencies we run.
Face verification is not complete
Without it you cannot withdraw at all, and it is the most common cause by a wide margin. People register, earn for weeks, and only find out when they try to withdraw. Complete it and the payout normally goes through on the next attempt.
You are using someone else's payment details
The withdrawal screen carries a specific warning about this: use your own information. A payment account in a different name from your Poppo account can fail without a clear explanation. This catches people using a spouse's or parent's bank account.
You are below 100,000 points
Points figures look large next to the dollar value they represent. 90,000 points feels like a lot and is under the minimum.
You have not bound the account

You are trying to withdraw coins
Coins cannot be withdrawn, only points. If your points balance is low and your coins balance is high, there is nothing to take out.
